About the Environmental Permitting Regulations

The Environmental Permitting (EP) Regulations were introduced on 6 April 2008. The new regulations combine the Pollution Prevention and Control (PPC) and Waste Management Licensing (WML) regimes.

If anything you do was covered by the PPC or WML regime, then the Environmental Permitting Regulations now apply to you.

If you had an existing PPC permit or WML licence, it automatically became an Environmental Permit on 6 April 2008.

You don't need to reapply and we will not reissue your permit. Your permit will contain the same conditions as before.

Getting a permit for mobile treatment plants

Companies that clean up or 'remediate' previously-used land, so it can be safely used again, need an environmental permit.

Changes like the Landfill Directive have significantly increased the cost of disposing of contaminated soils from these sites. This has encouraged the use of on-site treatment plants for contaminated soils.

We want to improve our mobile plant permitting system to encourage operators to redevelop brownfield land, in a more economic and timely way, without compromising environmental protection.

Our improved approach includes:

  • a single permit allowing operators to use several pieces of mobile plant, either singly or in combination, at the same time on different sites
  • a 'deployment form' that means operators can identify all key data including their account manager, site specific information and a guide to other permits they may need
  • changing the way we charge for mobile treatment permits
  • setting up a network of Environment Agency account managers who'll ensure a nationally consistent approach to mobile plant permitting: this will see improved accountability, better communication and a single point of contact for operators.
